The valley vans do not stop for long
Transport up from Mansehra is heading for Naran in most cases, and Kaghan is a set-down on the way rather than a terminus. Say where you want to get off when you agree the fare, not when you arrive.
Accommodation is thin here
Kaghan village has a handful of places to stay and they fill in July and August. If you have not booked somewhere, Naran or Balakot are the safer bets for a bed.
Kaghan is a village, the valley is the whole road
People book Kaghan meaning the valley and end up somewhere quieter and smaller than they expected.
The village
A small settlement partway up, with limited accommodation and a handful of shops.
Book Naran unless you specifically want Kaghan
Most people describing a Kaghan trip mean the valley, and what they actually want is Naran. Naran has the accommodation, the bazaar and the jeeps for Lake Saif ul Malook, and it is only forty minutes and about Rs 200 further on the same vans. Kaghan village is worth a ticket in its own right if you want somewhere quieter, but going there by accident is a long way to travel for a disappointment.
Peshawar to Kaghan timings
Timings here are set by vehicles heading somewhere else, which is the awkward part of booking a mid-valley stop.

What we would book for Peshawar to Kaghan
The first leg is a choice between operators; the second is a negotiation.
Motorway Express
Economy at Rs 1,100 to Mansehra, which is all the scheduled part needs to be.
Hazara Movers
Luxury at Rs 1,700 on the same schedule, from the operator whose corridor this is.
Book to Balakot
Rs 1,400 and open year round, so you can decide about the valley on arrival.
The honest recommendation
Take Motorway Express to Mansehra at about Rs 1,100 on an early departure, and agree your set-down when you negotiate the van. The valley transport is going to Naran regardless, so being clear about Kaghan at the start is what matters. If your dates fall in April, May or October, book Balakot instead and decide there.
Peshawar and Mansehra terminals

Operator terminals

Buy only as far as Mansehra. Nothing sells through.
A roadside stop
There is no terminal at Kaghan and no counter. Vans set you down on the road through the village, and you arrange onward or return travel by asking locally.
